During the first discussion of the draft law “On the 2019 State Budget of the Republic of Artsakh”, Artsakh State Minister Grigory Martirosyan noted that from this year the logic of drafting the state budget has been based on the strict control of mid-term expenditure programs.

STEPANAKERT, NOVEMBER 22, ARTSAKHPRESS: “We have tried to maintain all medium-term three-year priority directions and accents, which had been already envisaged by mid-term expenditure program. The second important point is that for the first time proficit (surpass of revenues over expenditures) budget been introduced,” he noted.
According to the State Minister, the 2019 budget has a concrete economic direction. The economy expenditures have increased by 0.7 percentage points compared to the previous year.
"Another important point is that we have been unable to envisage a wage increase in the state budget for several years. The Government's opportunities were limited because in case of the pension and wage policy we are absolutely guided by the policy pursued by the Republic of Armenia. This year an increase has been envisaged in the sphere of health care, and the salary will be increased in this sphere,'' Grigory Martirosyan concluded.
