A trend in external national debt reduction has been recorded in August 2019 for the first time since 2015. The Prime Minister of Armenia, Nikol Pashinyan, noted this in a Facebook post.

STEPANAKERT, SEPTEMBER 11, ARTSAKHPRESS: “Of course, the decrease of the state debt is not an end in itself, but this is the result of our concrete task to spend the state funds effectively.
This, of course, somehow slows down the pace of capital expenditures because the system is used to working with other, famous rules.
But this is definitely a right path: not to allow to waste state funds on low-quality constructions and kickbacks”, the PM said.
