During the working meeting of Foreign Ministers of Armenia, Azerbaijan and Russia Zohrab Mnatsakanyan, Elmar Mamedyarov and Sergey Lavrov in Moscow on April 15, an arrangement was reached to take measures, on a mutual basis, to allow families to have access to their relatives held in custody in the respective detention centers of the parties.

STEPANAKERT, APRIL 25,  ARTSAKHPRESS: In fact, it also refers to Azerbaijani saboteurs Dilem Askerov and Shahbaz Guliyev sentenced to imprisonment in Artsakh.


As “Artsakhpress” reports, Artak Beglaryan, the Human Rights Defender of the Republic of Artsakh, stated this at a press conference held on April 25, adding that in this matter they should take into consideration the opinion of Artsakh authorities.
“If the relatives express willingness to come to Artsakh, I am sure that the Artsakh Republic will create appropriate conditions for it. Artsakh authorities have stated for many times that Artsakh is ready to accept and organize the relatives’ visits.
I think relatives must pass appropriate procedures. In this sense, the institution of the Human Rights Defender is not a state authorized body but we are ready to assist in the smooth implementation of this process.
I think the process should be of mutual nature. In the same way, Azerbaijan must create conditions for visiting Armenian and Artsakh citizens, "said A. Beglaryan.
